Brooklyn, N.Y., Nov. 6, 2006 – The Brooklyn
Navy Yard Cogeneration facility, operated by Palmark,
a division of Primesouth Inc., was
recently recognized by the U.S. Department of Labor,
Occupational Safety and Health Administration for
its outstanding health and safety programs at a
special ceremony Oct. 18 at the plant in Brooklyn,
N.Y.
The facility, owned by Delta Power and Metalmark
Capital, received a Star designation, the highest
status given in OSHA’s Voluntary Protection
Programs. VPP recognizes participants that
successfully incorporate comprehensive safety and
health programs into their systems.
The Brooklyn Navy Yard Cogeneration facility is a
286-megawatt dual fuel facility that supplies
electricity and steam to New York City residents and
businesses. Situated on an historic site, the plant
has earned a series of awards and was the first
cogeneration plant to be accepted into both the U.S.
EPA National Environmental Performance Track and
OSHA's Voluntary Protection Program in 2006. These
two voluntary programs recognize companies committed
to environmental excellence and outstanding
workplace safety.
Primesouth and Palmark provide management and
maintenance services for power generating, utility
and industrial facilities in five states. The BNYC
facility is the first physical site in New York City
to receive prestigious Star designation, according
to Norman Deitch, OSHA’s Region 2 VPP manager.
“Our review of the facility’s safety and health
management programs found them consistent with the
high quality expected of VPP participants, with
injury and illness rates below the industry
average,” Deitch said. “This speaks to an ongoing
commitment by both management and workers to enhance
safety and health at this workplace.”
Qualifying for the Star designation required a long,
detailed process during which plant management and
employees demonstrated that programs and procedures
were implemented beyond those required by OSHA
standards. This included a safety and health
management system that addressed worksite hazards,
along with safety and health training programs that
ensure both employees and contractors understand
occupational hazards and how to address them. It
took more than a year to complete the process and
gain approval.
“Achieving this recognition required a change in
culture that resulted in our people believing in
these programs and recognizing the benefits of doing
the right things,” explained Mike Brown, the plant’s
manager.” Our people have taken great pride in this
effort, and have learned that safety and good health
contribute to an improved quality of life, as well
as better productivity in our facility.”
Primesouth President Dean Bain spoke at the
ceremony in addition to OSHA officials, N.Y.
Congressman Anthony Weiner and the plant’s
ownership. Also taking part in the ceremony were
representatives of Local 3 of the International
Brotherhood of Electrical Workers and Local 30 of
the International Union of Operating Engineers.
“This is a very prestigious award that shows
everyone in your industry that you care about safety
and your people,” said Bain at the ceremony. “It
helps us demonstrate the type of company we are and
the extra effort put forth by our people.”
